- The guidelines seek to expand AI-related jobs while reducing employment displacement risks.
Six areas of action
China's State Council General Office has issued guidelines on adapting to artificial intelligence and building an employment-friendly development model, Xinhua reported in a Beijing dispatch on October 23. The report describes the document as recently issued, without assigning its issuance to that day.
The guidelines set out 18 tasks across six areas. They call for expanding AI-related employment opportunities, supporting smaller businesses in retaining and adding jobs, and developing new occupations. They also seek to reduce displacement from AI applications and establish employment-risk assessment mechanisms.
Training and worker safeguards
Other measures include cultivating AI talent, implementing dedicated training programs and using AI to improve employment-policy delivery and services. The document also addresses labor rights, social protection for flexible and new forms of employment, and income-distribution arrangements.
A further group of tasks covers monitoring and early warning of employment risks, research into AI's labor-market effects and response mechanisms. The report sets out policy intentions; it does not establish their implementation or measure their effects on employment.
